Blumar Welcomes Biobío Regional Finance Secretary to Discuss National Reconstruction Bill

The regional official thanked the company for reaching out and for its interest in maintaining a constructive dialogue.

Talcahuano, July 21, 2026. At its facilities in Talcahuano, Blumar welcomed Ronald Ruf, the Biobío Regional Finance Secretary, to discuss the key aspects of the National Reconstruction and Economic and Social Development Bill.

The current economic challenges, measures to support growth, job creation, reconstruction, and greater certainty for investment were among the key topics highlighted by the regional official, who also explained the context behind the bill, which is currently being debated in Congress.

The proposals outlined by the Regional Finance Secretary included tax credits aimed at protecting formal employment. Regarding investment incentives, he explained that the bill proposes a reduction in the corporate income tax rate to encourage reinvestment, mechanisms for the repatriation of capital, incentives for large-scale investments through tax stability provisions, and refunds for the annulment of environmental resolutions. In terms of administrative efficiency, he referred to measures aimed at streamlining permitting processes.


The meeting also provided an opportunity to discuss aquaculture relocations and address the questions raised by the Blumar executives in attendance. The discussion also covered the bill’s various areas of focus, particularly its potential impact on the country’s economy and productivity, as well as its specific implications for the fishing and salmon farming industries.


The Regional Finance Secretary added: “We addressed a range of topics, with a particular focus on the economic sector in which Blumar operates. There was a very constructive discussion and several questions were raised, so my commitment is that, once the bill is approved—which is currently undergoing its final stage in the Chamber of Deputies—I will share the details and the relevant implications regarding the initiatives aimed at promoting growth.”


People Manager Raúl Hermosilla highlighted the value of the meeting, noting that “our executives had the opportunity to receive first-hand information about this important bill for Chile and, in particular, for our company, both in the fishing and salmon farming sectors.”
